Rolling Stock Operations Executive

Purpose of the Job: To lead and manage the Site Management Committee within the Rolling Stock Site. To plan, organise, direct and control the Site Manufacturing and Engineering activities within the company guidelines and policies and with the overall objectives of profitable growth through customer care and quality improvement. Deliver excellence in a Quality, Cost and Delivery focused organisation and business environment.

Reporting to GIBELA CEO and part of EXCO of GIBELA Management

Site Management Team – Quality, Engineering, Industrialisation, Production, Supply Chain/Logistics, Technology Transfer, Site Services, EHS etc
Matrixial interfaces – Engineering Platform, Project Office, Operations Office,
Functional support teams – Finance/HR/Quality etc.

Leads Site Management Committee (Industrial, Supply Chain, Quality, Engineering, Facility Management)
Achieve QCD targets of the site by ensuring an optimum resources / capacity availability,
Ensures Site cohesion, contructive Social relations, compliance with EHS regulations & behaving in accordance with the Transport ‘Ways of Working’.
Deploys best-practices in Production & Quality Management & implementation of the APSYS.
Brings all necessary support, through expertise & resources to achieve QCD commitments.
Actively participates in the definition of the Product policy & implementation of engineering targets.
Defines all Site related necessary investments to achieve QCD commitments
Develops direct reports and provides leadership
Ensure correct exécution and respect of budgets,

QCD Vs yearly Project and Budget commitment,
WP stability or improvement within scope of responsibility
Overheads/Recoveries and Structure Cost and efficiency within OPS perimeter


Manage & lead the Site activities, maintaining Site cohesion within a matrix organisation with internal (Engineering Product Line, Regions, Projects Office, Components, Maintenance etc.) & external interfaces (Unions, Customers, Govt organisations/Statutory bodies etc.).
Represents Group at a local level.
Ensures compliance in execution of GIBELA/PRASA Contractual Obligations.
To manage tendering and project execution activities in compliance with the Traction product policy
To be responsible for maintaining constructing relations with relevant Social Partners & providing a safe & healthy place of work for employees, complying with relevant EHS regulations.
To comply fully with Code of Ethics.
To ensure the continuous deployment of Ways of Working behaviours within the Site, to provide the example within your Site & with your interfaces, demonstrating them on a daily basis.
To successfully deploy best-practices and continuous improvement to reach world-class Excellence in Production & Quality Management; implementation of ALSTOM Transport Production Systems (APSYS) through autonomous team & lean manufacturing. Deployment of best-in-class Supply Chain operations in accordance with RS Manufacturing policy.
To proactively bring support to Projects, consistently achieving QCD commitments and active participation in Gate Reviews (DFQ) & Sector Project Reviews (SPR) to ensure 100% customer satisfaction. To bring all the necessary expertise & resources to Projects to build a high performing Site organisation.
To coach & develop all Site employees aligned with ALSTOM policies. Ensure the site is properly resourced with people with the right skills, knowledge and experience.
Successors are in place, with appropriate development plans, for all key positions. High Potential employees are given opportunities & coaching to support career development & Performance Improvement Plans are in place where required.
To participate actively in the definition of the Transport Product policy.
To be committed to the definition & deployment of the organisations objectives in RS Manufacturing & Sourcing in order to meet the Group commitments.
To optimise the general management and general services overhead
To manage the potential risk relating to all work in progress
To control and adaptation of local resources to the local workload. Achieves manpower efficiency targets.
To implement local change processes based upon business/organization decisions

Business understanding and desired knowledge/experience

Completed Engineering Degree / Honours Degree / Postgrad or Equivalent.
Masters or MBA advantageaous.
Experience = 10 years Snr Management in a complex manufacturing environment.
3 – 5 years in Board Level exposure in a similar role preferred.
International organisation 4-5 years.
Strong inter-personal skill in multi-cultural environment.
Expert knowledge (minimum 10 years experience) of railway maintenance operations in a complex environment
Strategic vision of the Railway service market advantageous.
IT Literate – IT tools essential to role are MS Office.
Fluent English is essential, other languages is preferable
